Job Description

The Water-Sanitation Delegate, working within a diverse expatriate and national staff Irish Red Cross team in Aceh province, Indonesia, will successfully develop and implement multiple small water and sanitation projects in the region, supporting the recovery of the most vulnerable communities affected by the tsunami of December 2004.

Additionally, the Delegate will provide technical, monitoring, evaluation and generalised project management skills in order to manage the Irish Red Cross’s participation in two existing partnerships (with the German Red Cross Society and the International Federation of Red Cross and Red Crescent Societies) in the construction of educational facilities and the implementation of water and sanitation projects.

The Delegate’s key responsibilities, in addition to ensuring the effective and timely implementation of projects, will be to ensure appropriate monitoring, evaluation and reporting systems are in place and to subsequently provide timely and accurate programme reports to the Irish Red Cross as directed by the Country Representative (CR).

Candidates should possess professional/academic qualification in Construction and/or Water/Sanitation fields.

Job Description

The Program Manager is responsible for the management and monitoring of activities delivered under the Indonesia Aid Program. Under the direction of an Australian-based Officer, Program Managers will:

- Manage contracts – this will include minor contract variations, low level dispute resolution and contractor performance assessment
- Monitor activities - including day to day administration, assessing reports, conducting monitoring visits, liaising with counterparts and Australian Managing Contractors, organizing and attending Project Coordination Committees, preparing Activity Monitoring Briefs and conducting activity evaluations
- Manage the day to day financial aspects of contracts including the maintenance of the financial management system (AidWorks)
- Maintain a dialogue and effective relations with key counterparts including government departments/agencies, other donor agencies, non-government organisations, and Australian and Indonesian project staff on matters related to project planning, implementation and policy development
- Maintain a good understanding of issues and developments relating to sectors of responsibility
- Provide input into the development of program policy, strategies and the operational pipeline (including the conduct of research and analysis)
- Provide input into activity identification and design
- Participate in the tendering of contracts
- Work closely with the Program Officer to ensure the maintenance of databases, files and reference materials
- Work with the Program Officer to arrange programs for visiting missions, and escort visiting missions when necessary
- Undertake representational duties for AusAID as required.
- Provide guidance to Program Officers as required.
- Undertake other duties as directed.

SELECTION CRITERIA

1. Previous equivalent work experience with international agencies (including NGOs) involved in development work

The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. Volunteer

Responsibilities:
* Oversee the management and implementation of ARC-PMI OD-CB project particularly for Objective 2 (Volunteer Management)
* Maintain qualitative and quantitative indicators for program log frame and track program progress
* Provide timely input to AmCross OD Team regarding achievement of targets and modification of program objectives as needed
* Coordinate and liaise with PMI-NHQ and PMI-NAD chapter and branches implementing OD-CB project
* Manage the budget and finances of the project
* Strengthen PMI Chapter and Branches (board Members, Staff and Volunteers) Capacity Building through training and technical assistance
* Review PMI Resource Development capacity and strategies and provide technical assistance to strengthen it and ensure that objectives of the intervention are met
* Evaluate the quality of trainings delivered and provide follow up support to target branches to ensure the mastery of the skills and its application in PMI work
* Conduct field visits to project sites to collect information and to ensure project activities meet specified objectives
* Submit monthly narrative reports to AmCross Senior Program Advisor
* Interact with various relevant government organizations and other PNSs on behalf of AmCross.

Requirements:

* University degree in relevant field study
* Having 2-3 Years Experience in International Development or Relief or related professional experience at a similar capacity
* Excellent understanding about volunteer management
* Strong interpersonal and communication skills
* Good level of understanding about organizational change
* Ability to work well under pressure and meet deadlines
* Proficiency in English and Indonesian (written and spoken) required. Ability to speak Acehnese language is an advantage
* Self-supporting in computers (Windows, Spreadsheets, Word Processing)
